The problem that ethics face when it is trying to identify the way how international politics work is that, given the enormous number of actors, there’s no moral values that are strictly implemented. Each and every state has been founded by different principles.

These principles are then used in determining how a state should act in various situations. The same thing goes to other actors in international politics. International organizations have their own principles being followed too.
There are also cases in which some of the values or moral principles are overlapping and actors are working harmoniously and trying to attain their individual objectives and goal but sharing the path guided by the principles they believe.
On the other hand, there are topics to which actors are disagreeing or principles wherein actors are coherent just to certain degree and clashing at some point.
Different Point of Views
Let me give you an example, freedom of speech is being preached in majority of states. Yet, the way it is being practiced varies from one place to the other. This is because every country and state has their own principles. Depending on the principle they follow, a unique set of rules would be applied in determining what is right for their freedom of speech.
